Health Facility Services is the state licensing section of Arkansas Department of Health and the state survey agency for Centers for Medicare & Medicaid Services (CMS) for survey and certification and compliance for hospitals, end-stage renal dialysis units, infirmaries, portable x-ray units, outpatient psychiatric centers, rural health clinics, freestanding birthing centers, hospice facilities, comprehensive outpatient rehabilitation facilities, recuperation centers, physical and speech therapy center, ambulatory surgery center, perfusionists, independent laboratories, health maintenance organization, abortion clinics, home health agencies and psychiatric and rehabilitation units within a hospital.
Health Facility Services regulates the following programs:
Health Facilities Construction
Hospitals, Outpatient Surgery Centers, Hospices with Inpatient Beds and Recuperation Centers require life safety code surveys, plan review prior to construction and inspection of facilities during construction phases.
Health Facilities Licensure
Licensure and survey of hospitals, outpatient surgery centers, outpatient psychiatric centers, abortion clinics, recuperation centers, infirmaries, hospices, home health agencies, private care agencies, alcohol drug abuse units, free-standing birthing centers and invitro fertilization facilities.
Health Maintenance Organizations are jointly regulated by the Arkansas Insurance Commission and Arkansas Department of Health.
Certification of hospitals, home health agencies, outpatient surgery centers, portable x-ray facilities, hospices, swing-beds, outpatient physical therapy centers, Prospective Payment System (PPS) rehabilitation facilities/units, PPS psychiatric facilities/units and comprehensive rehabilitation facilities to receive Medicare reimbursement.
Orthotists, Prosthetists and Pedorthists Licensure
17-107-101 et seq Arkansas Orthotics, Prosthetics and Pedorthics Practice Act of 2007 provide the authority for licensure of individuals practicing Orthotics, Prosthetics, Pedorthics in Arkansas and individuals functioning in the capacity of Orthotic Assistant or Prosthetic Assistant in Arkansas.
17-104-101 et seq provides the authority for the licensure of individuals practicing perfusion in Arkansas.
Regulation of medical review activities of health insurers, health maintenance organizations, third party administrators, managed care plans and any other entities offering health care utilization review contracts or benefits.
Clinical Laboratory Improvement Act (CLIA)
Certification of laboratories to receive Medicare reimbursement.
New Provider Packet
New laboratories must request a new provider packet from Health Facility Services. This packe will contain all required forms to start the process to become Medicare Certified.
Change of Ownership Packet
Providers who are already Medicare Certifies and are undergoing a change of ownership must notify Health Facility Services and request a packet. This packet will contain all required forms to start the CMS approval process for the change of ownership of the new owner.
